The Transmission Gully PPP Project is a 27km highway forming the MacKay's to Linden segment of the Wellington Northern Corridor and is being delivered as New Zealand's largest and first highway PPP. The project route was conceived in the early 1900s with the purpose of providing a seismically resilient route to New Zealand's Capital city Wellington, improved road safety and reduced ongoing maintenance. This presentation will provide an overview and give insight into main learnings in regards to the construction of:

  • 28 bridges and four interchanges
  • Complex earth retaining structures and earthworks
  • Stream relocations and river re-alignments required to construct the new stretch of highway.

09:50 - 10:30 Case Study – Bridge Joint Engineering and the Importance of Routinely Maintenance to Extend Asset Lifecycle

Lendlease Engineering has six current Design Construct Maintain (DCM) Projects. One of which is the Brunswick Heads to Yelgun shortly (B2Y) project that consists of a dual carriageway highway approximately 8.6km long and semi-integral bridges.

The maintenance of the Small Movement Joints (SMJ) on the semi-integral bridges presented a major challenge. These joints are cheap and easy to build, however they proved to be extremely difficult to maintain and repair. They are supposed to be low maintenance and to offer good ride quality, but our experience presents an entirely different picture about them. The task is to find a repair method that will achieve its design life, will be financially affordable and will provide good ride quality for the road users.

In this session, Laszlo will reflect on Lendlease’s journey to achieve this challenging task through innovative engineering and routinely maintenance to extend lifecycle of assets.

11:00 - 11:40 Case Study – Bearing Replacement Project and Key Takeaways

The Central Queensland Coal Network (CQCN) contains many bridge structures built over the last 50 years, most of which have precast concrete girders on elastomeric bearings, many of which are reaching the end of their serviceable life. There are also issues with bearings on more recent structures being pushed out due to cyclical movement of the superstructure.

Current bridges designs include provision for jacking to lift the bridge deck in order to replace bearings, however older structures were not designed with this foresight and jacking these structures evenly presents an engineering challenge. With many different bridge designs on the CQCN, each bridge will require individual assessment and tailored jacking support framework.

The first bridge jacking operation to be carried out by Aurizon is on the Merinda section of the Newlands Line, just North of Bowen, Queensland. In this session, Brian will discuss the issues with bearings and bearing replacement on the CQCN generally and specifically with the bearing replacement project on the Newlands Line over the Bruce Highway.

The new released Contingency Guideline by Risk Engineering Society provides a good reference document for different approaches to sizing, allocating and managing the most appropriate contingency reserves (time and cost) at different stages of the asset investment lifecycle for projects and programs while explicitly taking into account the risks facing the investment as well as decision-makers' levels of risk appetite and tolerance.

Optimistic single value estimates often result from planning applications which require users to determine single values for durations in project plans where it would be more realistic to assign a probability distribution. Combined with the pressure to meet predetermined targets, such single values tend to be optimistic. A similar situation applies with cost estimates. In this session, Pedram will discuss major projects including Sydney Metro City & South West project worth $21 Billion, BHP Olympic Dam, APLNG, ETTT, and WestConnex and how methods of contingency calculation have been applied in relation to:

  • Australian Government and contingency requirements
  • Time/cost contingency calculation, allocation and controls
  • Deterministic and Probabilistic methodologies

Maintenance, Repair and Rehabilitation (MR&R) of deteriorating bridges due to aging, increasing volume of traffic and introduction of heavier vehicles are considered as costly actions. The cost of error associated with the subjectivity of the decision making may also aggravate dilemmas related to the infrastructure funding system. The subjective nature of decision making in bridge remediation could be replaced by the application of a Decision Support System (DSS) that supports decision makers through balanced consideration of multiple criteria for remediation planning while validating or challenging the engineering decisions made in practice. The Simplified Analytical Hierarchy Process S-AHP is used as a multi criteria decision making technique and this model can serve as an integrated learning tool for novice engineers or as an accountability tool for assurance to project stakeholders.
