PPPs can be an effective way to build and implement new infrastructure or to renovate, operate, maintain or manage existing facilities. However, while governments recognise the importance of investment in infrastructure to help their economies grow, achieving better governance and decision making in PPPs and risk allocation remain a critical and current universal concern. In this interactive panel discussion, key thought-leaders will debate:
- Potential benefits and risks of PPPs
- How we can improve our governance and allocation of risk when engaging in PPPs
- Alternative delivery models to enhance stakeholder engagement and collaboration

09:10 International Keynote Presentation: Transmission Gully PPP, New Zealand
The Transmission Gully PPP Project is a 27km highway forming the MacKay's to Linden segment of the Wellington Northern Corridor and is being delivered as New Zealand's largest and first highway PPP. The project route was conceived in the early 1900s with the purpose of providing a seismically resilient route to New Zealand's Capital city Wellington, improved road safety and reduced ongoing maintenance. This presentation will provide an overview and give insight into main learnings in regards to the construction of:
- 28 bridges and four interchanges
- Complex earth retaining structures and earthworks
- Stream relocations and river re-alignments required to construct the new stretch of highway.
